When viewing a page in layout view, a blue "menu" tag is seen, not the menu as it normally looks.
When switching to source mode and back, the menu appears.
This happens in GoLive CS in XHTML pages.
This is due to a bug in GoLive CS 7.0. It sometimes breaks the special tags used by GoLive. It will only ever occur if you are using XHTML in your documents. The bug is fixed in GoLive CS 7.0.2 so you should update to the new version.
The free update can be downloaded here:

IMPORTANT: It is very important that you do NOT save your document when the blue "menu" tag box is displayed or your page could be damaged. If you have done this by accident, open the page, switch to source mode and change the <menu> tags to <bb:menu> tags and the <menulib> tag to <bb:menulib>.
